Neil, everytime you insert a carrige return (Enter Key, chr 13) into a forum post, chockstone replaces that with a bog standard line break tag in HTML, that is one of these:
http://www.idocs.com/tags/linepar/_BR.html

Entering two carriage returns does not start a new paragraph, it just adds another line break. Possibly this could be done to solve your problem. New paragraph tag is:
http://www.idocs.com/tags/linepar/_P.html

As a test, the following two lines have a new paragraph tag between them. Is that better?
Test Line One (Previous paragraph)
Test One Two (A new paragraph)
