I agree it would be difficult to replicate the biner on biner pop out scenario in actual climbing - but I imagine it could happen in the same way as the rope going across the biner if you've placed your draw the wrong way? I just reckon better to err on the side of caution and not create the possibility.

I suppose you could argue that 2 screwgates clipped to each other would be fine....if the engineer is correct.
