In 2004 to go to bhutan it was about 200US a day and you had to go with a guide.
We were lucky and were invited by my sister inlaw who was Bhutanese
The rock in the photo was granite but flackey ontop. The area was very vegetated when i was there but you could definately climb a line up the clean steeper cracks.
You need visas to travel to different parts in bhutan and even though we were very lucky to travel around unguided we could not just scoot across the country.
There wany boulders and small cliffs along the road from thimphu to paro near the river however i never got close enough touch them.
Is a great experience to go to Bhutan but for the price and the potential for quality climbing there are many many better places
