It's not that confusing, in fact I'd say it's pretty damn clear! I thought it was a good effort on their part. As much as it sucks (I was thinking about going to Bayside this weekend and surprised to find it's still restricted) the climbs aren't going to disappear if you don't get on them right now. But if people decide to be dumb assholes, and ignore the landowner's regrettable but valid requests, the access will.
