Probably they're not meant to be coming on in the morning, but they didn't know about it (didn't go out to check!). When the lights were going off at 7pm (don't know why that started either), it took them a couple of goes to fix, and in the end they replaced the electronic timer, (which is what I wrote about on the board). So when they did that, the timings would have been reset.
Back in Sept 2011 someone turned up at 1am for a boulder, and I passed on their query about lack of lights. PV said then "the three walls are lit up until 12 midnight then switch off via a timer. There is no intention to leave them on all night."
I think that's how it's meant to be.
