Rebolting with a much higher profile rings or U's verses carrots, can and does put people other than climbers offside.
Carrots are pretty much invisible, rings and U's stand out like the proverbial dogs balls.

Once they become aware of large amounts of obvious metal going in, it seems to them that climbers are taking over the crag and declaring it their own.
Many are happy to share resources, but when it seems to them that they then become an outsider to an area, it does not go down well.

As for carrots being unsafe, show me the fatalities or injuries.
People don't want carrots because they find clipping big arsed metal easier, nothing more than that.
Learning to clip them and selecting appropriate gear to use with them is just another skill set to be learned.

Not all climbing needs to be dumbed down to a dogfest.
