Bugger the cost of a broken ankle in monetary terms, its the cost in not being able to climb/ walk/run/surf or possibly work for weeks that makes me stick clip if there is a potential fall and a bad landing. Sometimes I'll even clip the second bolt if the bolting is dodgy and there is real groundfall potential. (eg dodgy rock, very bouldery start and unable to down climb). Its what you consider is a "bad fall" and a "risk" and that is probably different for everyone. People should be able to do as they want, as long as they acknowledge it.
