In NSW at least it wasn't insurance companies driving the helmet rule it was Workcover NSW compiling draft Codes of Practice.The advice they had received was from outdoor experts who applying those principles to the indoors. They accepted the advice of the indoor experts and dropped that rule, but it did involve a bit of dialogue and haggling.
