Everyone is different but I find different activities attract people with particular ways of thinking and behaving. I've seen park rangers disuade people from taking a walk because "You can't do that hike with a full pack - it's too hard" along a track where you can - I've done it. It seems to be reflected in many of the threads I've read here recently - climbing near Darwin, Parks Vic and bolts - and in policies like no-climbing at Hanging Rock. My theory is that climbers are pretty individualistic and will seek an individual solution to a problem while park managers are more "anal" and will seek regulation and control to solve the same problem. Increased regulation isn't just about arse covering but comes from a particular mindset that is, generally, different to your average climber.
