It may not be indifference (could be though !!)
We had an OH&S Inspection here (another climbing centre) and were told that
customers can not carry t bars with them as they may drop them on belayers heads.
We were told to develop a protocol to cope with using a tool off the floor and above other
people. He recommended closing the rope off with a barricade and lanyarding the tool.
And odnt get me started on using a ladder in a climbing centre. The work method
statement if over 2 pages long.
This is an example of one of the sorts of issues climbing centres have to deal with
regularly.
