Yes exactly - if you were just carrying climbing gear it could be confiscated. And yes they were watered down but but some restrictions were still imposed. Canyoning in particular took a pounding. Took a fair bit of lobbying by outdoor industry and recreational user groups to get this ridiculousness removed. We take these proposals lightly and with no push-back at our peril. Sorry if this sounds melodramatic - reality is climbers are a really small constituency and are seen as a nuisance source of avoidable risk for regulators and land managers. No-one enjoys lobbying, club roles or advocacy but sometimes it's necessary...
