The lack of a rail option for the customers of clarence colliery:

is complete bollocks. Each of the three plants is within 100-200 m of heavy rail line. Given the amount of coal each of these guys are consuming (>100,000 tonnes per year) it's hard to imagine that they can't justify building a railhead.
