My 2c on the development, based on the report and what i've observed so far:
the road has been widened, and maintanice increased, making it easier for people to access newnes, which has both positive and negative aspects. Construction workers drive far too fast, contributing to loss of native veterbrates.
The powerlines are visually intrusive.
The wolgan is one of the few quiet places around Sydney. Any increase in air traffic, particularly heli traffic, will be both noticed and obnoxious.
They are licensed to 10% of the AVERAGE flow of the river. This could well be an issue in dry times. Also, the sandy soils along the valley mean that sewage disposal is certainly an issue, but they appear to have thought of that. The end effect will depend on how 'eco' both they and the monitoring body care to be, but could potentially affect the river.
The land swap is on the whole beneficial to the park, presuming that woodland is what you intend to protect. Grasslands are on the whole poorly protected in NSW, but i'm not familiar with the species types on the site.
The conversion of farmland to a resort isn't neccesarily a bad thing, but i'd also be concerned that 'rich folk' will buy out the valley NZ style.
