It really depends on the peaks you want to climb, their altitude, their access routes, the routes on the hill, the weather.

4 weeks would be sufficient to climb 2 / 3 peaks, depending upon your acclimatisation, and weather.

Definently worthwhile checking out the towns, not so much the bigger cities, i prefer the small, out of the way towns, you get to interact with the locals a lot better.

Cost is dependant on the peaks you want to climb, if there are permits required, logistics of getting gear to and from base camps, and gear required to complete the climb, plus airfares, transport, hotels and if needed, guides

Im budgeting around $4,000 per person for my trip , that includes airfares, hotels, transport, and base camp logistics. If you can speak spanish its a lot easier to arrange things and negotiate prices etc

Time of year for the central andes is from late november to late february (summer) too damn cold in the winter and way too much snow! and its much nicer to see the local girls in skirts than long pants ;)
