The thing is that you need some system for working out where bolts/lower-offs should/shouldn't go. If there wasn't some 'agreed' system then things would change all the time as someone came along and decided that something needed an extra bolt, then someone else came along and decided to remove some. That wouldn't work.
Basing it on the way it was first done is arbitrary, but fits with climbing history and tradition - and its as good as any other way to ensure that there are a variety of climbs in a variety of styles available to people who want to climb them.

Another way might be to just write down a set of rules and have everyone comply - so bolts would be required in some places and prohibited in others... did someone mention lemmings...
