Well the last person would be coming up on the dynamic, the same as everyone else. You would only use the static line to pull in the end of the dynamic. When I mean traversing, I mean only slightly. Not enough so that you cant pull yourself back over to the route if you fall, but enough to mean that if you simply threw the dynamic line over the edge for the third, it would miss.
