Gotta agree with James re Launceston. Was there a few years ago with my wife and found it difficult to find easier climbs (up to 17). Walked around with one of the printed guides and eventually found a couple of good mid-teen climbs, but not so many.
If you have the time, definitely worth going to Hillwood, and even better for the scenery, White Water Wall (heaps to choose from in the area). Re 4wd access, the road does have a 4wd sign but we made it easily with our old volvo stationwagon, taking it easy and carefully picking the lines through the bumps (sometimes for peace of mind my wife got out and walked me through it). More a matter of clearance than traction. It hadn't rained though, so things may have changed if that was the case.
