That makes sense with those hangers you put on carrots that have a 45deg fold that sits horizontal - but not with 'normal' fixed hangers.

I have both gates facing the same way. There is no doubt that you want the rope end biner facing away from you (L if you are climbing up and R from the bolt). When you do this, the draw is pulled out R. If you have the top biner gate facing R (towards you) then it is rotating in the bolt plate and bringing the gate closer to the plate, whereas if you have the top biner facing L (same as rope end biner) it rotates the gate down and away from the bolt plate, reducing the possibility of the gate messing with the bolt plate/jamming/braking/unclipping etc. This is only a marginal improvement - but stick a draw on a bolt plate, then pull it out to either side and see which way you'd rather have it when you fall.
