No, I'm not totaly sure! Quartz sandstones are usually cemented by either quartz or calcite, however, the grey weathering colour that is common throughout the gramps (where it isn't red) is similar to the colour of limestone and this is usually a good indicator of a CaCO3 cement.
I agree that chipping it of could be a good solution. Then we can analyse the chips to see who was right over the composition of the cement. Alternatively, could we just paint over the offending chalk marks. A good coat of paint will protect the rock from further weathering and the grampian cliffs will no longer be restricted to those tedious shades of red and grey......
