Yeah i'm not suggesting you're trying to start an argument, but just that unless you're very clear about what you are asking in such a poll you might do so inadvertantly.

I'm not sure that you can do so 'in general'. 'In general' will likely descend into arguments about when bolts should and shouldn't be placed. The issue you're getting at (and I agree its worthwhile) is how different groups go about organising re-bolting, ie. in a public or private manner, openly or in secret, and other organisational things.
Dalai has already suggested that the Kachoong incident has changed his vote - but that is to judge the process according to only one incident of its outcome. What is interesting is to judge the process alone.

FWIW, things are done pretty differently again in SA. We probably hedge between the two - not having a massive climbing population, nor a massive number of bolts, we can generally get a consensus without internet forums etc. At Moonarie retrobolting is less of a problem - but old pins tend to get replaced with bolts and no-body cares.
There's a few routes around town that have been retrobolted - by individuals, but after discussion through the CCSA - and there hasn't been too much fuss as a result.

Anyway, just my 2cents - like I said, I think that for the most part both groups do a great job.
