I'm not generally given to flights of anti-government paranoia, but I suspect it's because the political cost of doing a backflip and saying "Oops, we were wrong about dope. Guess we might have been wrong about some other stuff too, like invading Iraq or locking up kids in the desert for the term of their natural lives." would be significantly less than the political cost of letting the drug-related crime continue while the pollies stand about saying, "Tut tut. Wastrels."
