If the policy of the gym is to insist on the wearing of shirts, there would be a reason and it's possibly because others get offended by the likes of you not wanting to wear shirts. It's likely they've done the sums and think that they would lose more customers by permitting people to not wear T shirts. So you threatening them "not to come back" wouldn't be a great loss, in their minds.

At least one Sydney gym has a "females only night". Obviously some females do feel intimidated just walking into the gym, but seeing a bunch of sweaty guys wandering around without shirts on, flexing their muscles is enough to make some females never come back.
