A lot depends at level the person is climbing, with respect to Beta. Beginners on greens and blues or even 1 & 2 on the bouldering wall, often need the help to encourage them to keep coming back climbing. I go one step further and watch the belay technique of people climbing greens, if they appear to be doing something unsafe I'll either say something to them or get one of the staff members to come across, you can't expect the staff to spot everything happening in the gym. Offering Beta to experienced climbings is a different matter, I might say something to my own partner if she's not seeing a hold, but generally I won't say anything unless asked.
