A while back I posted two good free bivvy spots that are outside the park and so free and legal. The Tioga Pass one will be bloody cold without a tent in June though (it's at 8000' or so) - the road may not even be open by then, despite the shitehouse snow season we've just had.

While I'm on the topic, the Tioga Pass campsite actually has some great camping spots on the other side of the road, a couple of hundred metres in. They're waaaay better than the old roadbed spots I'd used previously - in fact this is now my favourite goto spot near Tuolumne.
