I just had a bit of a look around the inter-web and from what I can see its a rope similar/same to those used in the throw bags of white water paddlers/rafters with a bit more robust outer sheath. Double up rule is probably due to the core having a lower melting point than standard static and the need to better disperse any heat and have the security of the 2 strands in the event of failure?? I dont think it would be a good choice for a fixed line - always dry, some peoples tendancies to rap down like a universal soldier and super heat your rope.
