If as you say the jacket hasnt been worn much but isnt beading it could just be dirty. I had the same problem with an old jacket of mine and was told to just wash it as the pores had filled up with dirt. Make sure you do it yourself as sending it away to a "specialist" is very expensive and they dont really do anything any different than you would do yourself.
