Ummm - "it depends?" I'll change between anchor/belay setups for the same reasons I'd change when leading on a single rope - why would taking two ropes up makes things any different? Depends on the strength and relative location of your anchor, where the rope is running from/to, whether your second will lead the next pitch, etc etc - the best way will change on the situation. I don't understand the question. Edit: ok, fell for the troll. should have guessed with the bit about 'moral' reasons
