She's probably passing on some mis-information she recieved.
(not defending her but giving the benfit of the doubt)

In sense you do pack -some- heavy stuff at the top but mostly following the part of the pack that touches your back. Usualy if you were to pack all the heavy stuff there (along the back) the pack will have a tendency to weigh down directly over your center of gravity (your hip/butt area) which is usualy the easiest place to hold up a large weight such as a pack stuffed to the point of exploding.

Also loading heavier gear towards the centre of the back will improve balance when negotiating some rougher terrain as it will pull down onto your center of gravity.

all of that of course is if your talking about a backpack that fits you properly...
