Have to admit I was expecting it to be better as well as it has been cold in Melbourne as well - obviously the science behind ice formation has not been right.
Overall I think it simply has not been cold enough for long enough for lots of ice - but things change very quickly - Although this week is not looking that good:

Weather Situation
A cold front to the west of Victoria will slide southeastwards through Bass Strait today. A trough of low pressure will cross the State later Tuesday, then a cold front will follow on Wednesday as an associated low pressure system passes through Bass Strait. A high pressure system will move from the Bight to be over Victoria Thursday night.

Forecast for the rest of Monday
A cloudy morning then a partly cloudy afternoon. Winds northwesterly averaging 60 to 70 km/h, reaching 90 km/h at times, decreasing to 50 to 65 km/h later in the evening. Temperatures around 7 during the day.
