I took a trip up north to Luang Prabang about 10 years ago. Checked with a government official in Vientiane that climbing was ok, headed up, hired a guide for the day, hired a boat to take us to the base of the cliffs (nice looking overhanging limestone, but mostly hard) and when we started to set up to climb, using the boat as a belay station, the boatman crapped himself. There had obviously been a communication breakdown and he hadn't realised our intentions. He insisted we needed a signed document from a communist party official before he was going to be a party to us climbing there. So much for that. Understandable though. Not sure what it's like up there these days or whether there's been any development since.
