In the right circumstances adding the odd belay bolt at Booroomba would be appropriate. Not for convenience, just for sanity. The leader sitting on a sling for the belay halfway up a multipitch does not necessarily make a good route. Some climbs are not the same as they once were. Shrubs and flakes may no longer be there. It may be appropriate to add a bolt to replace the odd running belay as well. Also leave the carrot/hangerless machine bolts for the County and Wolgan. Local tradition in the ACT is expansion bolts with hangers. If you paint them right you can barely see them.
