January/February is best, but March is usually pretty good too.
Hobart has its second lowest rainfall in March (also the case for Launceston). Here are direct links to the bureau's monthly weather stats:

Many of the tourists have gone by March so it's a lot quieter. Much better for hiking generally by then as well, if that is something you'd like to do while you're here. Most of the wildflowers have disappeared too by then, but they are at their best in December anyway.
