Provided you don't make a dickhead of yourself, you can get away with bouldering at HR. The distinction they seem to draw is whether or not a rope is employed - roped is climbing, and unroped is scrambling. It's a distinction driven by the insurance policy as far as I am aware.

I've bouldered up on the summit plateau a few times and no-one has batted an eyelid. Mind you, I wasn't surrounded by a posse of shirtless rad dudes with beanies screaming 'send it'. Keep it discrete, don't make a mess with chalk and no-one is the wiser.
