The teeth aren't strong enough for hard ice - most used Ti ice screws I have seen have bent teeth, and not necessarily from bottoming out in rock.
The machining on modern ice screws is precision - razor sharp teeth, tapered tubes, high profile threads - all easier to achieve with steel than titanium (which I understand is a bitch to machine). |
