I think the level of anger corrolates with the seriousness of the incident.
I think a near accident between a cyclist and a driver tends to bring out more anger in both because of the higher possible consequences of whoever is at fault.
"You could have have killed me with your recklessness!" or
" I could have killed you through your recklessness!"
