This sounds like a recent set up we encountered in the Hooker valley. Due to the glacial recession the lateral moraines are collapsing. To get onto or off the terrace leading to the ridge to Copland Pass there is an 8mm cable, covered in rock gouged plastic with metal strands poking out. This is 40- 50 m long, though it felt FAR longer. It is tethered to a single star picket embedded in the moraine about a metre back from the edge. You hand over hand it up or down a 75 degree slope where rocks are loosely embedded in dirt with a 25kg pack on with dust filling eyes and nose and the cable above you raining pebbles down.
