This is what the CEO stated in his letter to the VCC

' We are willing to talk to the VCC and any other interested parties about future use of the wall. But will only be able to agree to CityLink land being used for climbing if we can make the site safe and resolve liabilty issues if anyone were to have an accident.

To make it safe we would probably need to fence the area and the club would probably have to take responsibility for it. but we will consider any proposal the club wishes to bring forward. Our first responsibility must be to make the site safe.'

This suggests to me that they are prepared to be proactive in restoring the wall. But the sticking point will be in 'resolving the liability issues'.
