that's only because anywhere with any sort of population base (ie Detroit) the roads are plowed several times every day if it snowed. Anyone driving on forestry roads or back roads or the long driveway to their holiday house in western Canada carries & uses chains in addition to the standard winter tyres (until the snow is deep enough for sleds or skis).
