Pet dogs are not 100% part of the natural carbon cycle. Although I don't have the numbers, here are a two things that release locked up CO2 into the atmosphere:

1. Clearing of forest to grow grain to feed cattle to feed dogs. Reduces the capacity of the biosphere to absorb carbon and in the long term turn it into coal.
2. Transportation, packaging, manufacturing of food, accessories, medicines... Entire industries geared to support pets and their supposed needs; produce tons of CO2.

Wild dogs, some working dogs and some third world pet dogs are carbon neutral. Pet dog in particularly in the developed world can result in the release of a lot of locked up carbon into the atmosphere. In some cases much more than some third world citizens.
