ACMA requirement that all phones will allow you dial emergency services (either 000 or 112) regardless of handset state (ie locked or not). Also an ACMA requirement that a carrier forward emergency services calls regardless of which carrier the handset belongs to (ie Telstra will convey a call from a Vodafone handset).
Provided you have a mobile, and you have a signal, you can call for help.

Slightly OT the 112 number hasnt been promoted here since full 000 functionality was provided on mobile networks. Why? It was found people were dialling 112 on landlines to call emergency services because they thought the number had changed. Also OT there was a survey done of some high school kids somewhere here in Aus a couple of years ago one of the questions put to them was what number do you dial to call emergency services? Disturbingly well over half of them responded with 911. Same survey also showed a large number of the same kids thought George Bush was in charge of Australia........
