ironically this is actually true- the economic slowdown will likely have a greater influence on carbon emissions in the short term than any trading scheme would have been able to do. you've already seen whats happened to the price of petrol.

as long as investment in future industries to grow out of the downturn is done with a focus on "clean technologies" this is possibly the best thing that could have happened to the environmental movement (regarding climate change).

its one of the best case scenarios- scare people into action and then require large scale restructuring, people know that when the economy gets rolling again how important clean ie fossil fuel independent technologies will be.
