I always thought there should be a total weight limit per person, ie the individual's weight + weight of baggage. So with a limit of say 100kg, a 70kg person could take 30kg of gear with no excess fees and so on. Climbers who tend to be pretty scrawny and like to carry heavy gear around would be just fine with this. Large American tourists probably less so however..
