I don't think anyone consciously goes out thinking "I'm deliberately not going to wear a helmet on this route" - They just do it in what they are comfortable with. But I doubt they go around attempting to persuade others to go 'sans Helmet'. The only noise you ever hear is from the Helmet-Botherers.
