I wouldn't think the roads would be closed. The CFA website is saying that all the fires in that area are either safe (ie, put out) or controlled. And the front that has been dumping rain on Melbourne has just finished raining on Stawell for the last two hours.
That said, things might be a bit slow through that area. An alternative would be to head west from Ballarat and pick up the Henty Highway at Cavendish, then follow it all the way to Horsham.
Check this page tomorrow and look for all references to Stawell, Deep Lead and Dadswell's Bridge:
