Interesting. I think that there is a difference. Most people who camp at the pines are taking a short break from their comfortable life with home, job, friends and family all waiting for them at the end of the weekend/break. This guy seems to have given that up at least for a considerable time. He may not have money to pay fees, he may not have a home to go to, friends and family to care for him. Pursuing him for the sake of a $2 camp fee or "moving him on" because we don't like the look of him on the odd occasion we actually cross paths is rediculous.

I think that we should send our mate Jeff Kennet up there to explain all about mental illness and the lack of good facilities in Vic.
