Well a starting point could be for you to write a short proposal that outlines what resources would be required for the project. You could include a list of gear and identify gear that must be hired and other gear that might be able to be borrowed and identify approximate costs. You could also include some forecasts for what might be able to be earnt from selling the thing to climbers, parents, etc., and then identify the difference between the costs and the possible income.

We could then circulate that document around for comp organisers, SCA executive, etc., to read and see what interest it generates. We might find that 1) the money is forthcoming or 2) an opportunity might arise for a business with the gear to provide some of it in the form of a sponsorship deal.

Of course you would have to be passionately comitted to the vision first in order to justify spending your time on it in the first instance, but I think there is general support for the something in this area and that something along the lines of it would be a great opportunity for developing the sport provided the project was taken all the way through to the end and didn't just finish up in a cardboard box somewhere!
