Suggest you contact a wall builder.

Its is not as easy as it seems. There is a standard that you should build to, which is the european standard at this stage. you can get a copy from standards australia. At present standards oz is meeting and developing their own.

Some things you should be aware of, you need to have an engineer look at the walls that you may need to have the new structure attached to, you dont want walls falling down. If you have the plans of the building that the wall is going into thats a start, the engineer will need them and so will the wall builder. when the wall is built you will need to have the wall tested for loads as well as the belay anchor points, you will need to have safety matting at the base of the wall.
The education department will be aware of all this and will ask for proof that this has been done. Once upon a time walls were being built and all was ok, however there have been some serious accidents and as such things have changed. The education dept has a duty of care for students and they have to make sure all is ok.
Once the Oz standard come into play, all existing walls will need to be tested to see if they conform to the standard, if so good, if not, then up grades will need to be done.
Suggest you try- Radwall- Mark Buchanan -he is a wall builder who has built commercial walls and also walls for Army and Navy and schools, he can design and build and does so to the standard. Its better be safe than sorry.
