I've had a similar thing on and off for a few years. It could be a kind of contact dermatitis that is caused from chalk, or other substances. Believe it or not there's also some evidence to suggest that diet can affect dermatitis on the hands. I have a mate who went gluten-free to avoid a really bad skin issue he was getting on his hands.

The thing that was particularly bad for me was doing a lot of climbing (building up big calluses), and then periodically doing the washing up. The hot water and detergent would soften the calluses, they would get holes in them and tear, causing the skin to come off in sheets. I now use rubber gloves which has gone a long way to solving my particular problem. I hope to upgrade to a dishwasher soon ;)
