An interesting thread of discussion. I wonder what we can learn from Kangaroo Point in Brisbane? Most of the climbs there have been top-roped for years/decades because of the soft rock and poor natural pro; but as I recall in the early-mid nineties there was a surge of bolting activity, often on older climbs. Some of these ended up in published guides as "FFA" - without reference to the fact that the climbs had been climbed on for years - I thought that it was a little strange personally.

I guess the main issue is whether a climb might become a well trod popular route, that is worth noting in the guide book (editor's prerogative); as opposed to a piece of choss that some-one once had some fun playing around with -
