The Welsh International Climbing Centre (UK) has Inertia Top Rope system (self belay). I had a couple of climbs on it - Freaky.
The rope hangs from the inertia device. You tie in and climb...if you pull down on the rope, nothing happens. It feels loose. You have to jump off the wall and start to fall for it to arrest the descent.
